RADM Brandon L. Taylor is the Deputy Assistant Secretary for Health and Director for the Office of Disease Prevention and Health Promotion at Health and Human Services (HHS). He advises the Secretary and Assistant Secretary for Health on disease prevention and health promotion programs and policies pursuant to Title XVII, Section 1701 of the Public Health Service Act. RADM Taylor provides leadership and oversight for national health initiatives such as Healthy People 2030, Dietary Guidelines for Americans, Food is Medicine, Physical Activity Guidelines for Americans, People & Places Thriving, and the President’s Council on Sports, Fitness, & Nutrition in collaboration with public-private entities; State, Local, Tribal, and Territorial health agencies; Federal agencies, Congress, the White House, and Office of Management and Budget.
Previously, RADM Taylor served as the Director, Defense Health Agency Public Health in the Department of Defense where he led the execution of public health activities across the entire DoD in support of all Service Members, DoD families, civilians, and working animals. He led a Joint Services team who provides force health protection through a comprehensive, integrated, and effective public health system.
RADM Taylor has devoted his career to improve access to care in underserved communities throughout the world. He, an enrolled member of the Cherokee Nation and the Seneca Cayuga Nation, served as the Indian Health Service (IHS) Chief of Staff from 2018 to 2021, where he oversaw key agency activity coordination and supported the IHS Director in the development and implementation of IHS initiatives and priorities. From 2014-2018, RADM Taylor served as an IHS Commissioned Corps Liaison, where he was the principal advisor to officers, senior executives, tribal leaders, and supervisors for all United States Public Health Service (USPHS) Commissioned Corps matters.
RADM Taylor began his USPHS Commissioned Corps career as a pharmacy student, completing three officer externship tours with the Federal Bureau of Prisons. He received a Doctor of Pharmacy degree from the Campbell University College of Pharmacy and Health Sciences and began his IHS career as a pharmacy practice resident at the W.W. Hastings Indian Hospital in Tahlequah, OK. He then held various pharmacist positions before serving as the Director of Pharmacy Services at the Cherokee Nation Hastings Hospital. He is board certified in Pharmacotherapy (BCPS) from the Board of Pharmacy Specialties.
Throughout his career, RADM Taylor has served in diverse positions of leadership. He served as Commander of the Tier I response team, Rapid Deployment Force 4 (RDF-4) and has deployed on numerous missions, including HHS Afghanistan Health Initiative to Kabul in 2008 and to recover Puerto Rico from 2017 Hurricane Maria. From 2017-2020, the U.S. Surgeon General appointed RADM Taylor as Senior Advisor for the Minority Officers Liaison Council (MOLC), providing guidance and support to MOLC leadership of the chartered minority groups.
RADM Taylor’s honors and awards include the USPHS Distinguished Service Medal, US Surgeon General’s Exemplary Service Medal, Officer In Charge badge, 2022 George F. Archambault Career Achievement in Pharmacy Award, 2017 VADM Richard H. Carmona Inspiration Award, IHS Director’s Award, USPHS Outstanding Service Medal (1 LGS), and the Cherokee Nation Medal of Patriotism.
